How can I prevent an Infantry Type from entering neutral buildings and transports like IFV, Amphibious Transport, etc...?

I don't know why an infantry could enter a neutral building if it can't garrison and isn't engineer?

To stop IFV boarding, just make it Size=60 or something absurd.
